Tim Galanaugh

At the age of 17, Tim enlisted in the US Army and received training in the occupational specialty as a helicopter mechanic on attack helicopters (OH-58D9(i)). He served honorably on active duty for eight years, attaining the Non-Commissioned Officer rank of Sergeant. During his military career, he received extensive training in the use and implementation of various weapons systems, aviation weapons systems, aviation life support equipment, military tactics, and personal supervision. 
 
In addition, he held various supervisory positions to include maintenance supervisor, section leader, and team leader and was responsible for the quality control inspections of all maintenance conducted on a squadron of OH-58D(i) attack helicopters by aviation mechanics in accordance with technical maintenance manuals. Furthermore, he took part in numerous successful deployments of these military aircraft throughout the continental United States and the Republic of South Korea. 
 
Upon his honorable discharge from the military, Tim was hired by the City of Syracuse Police Department, Syracuse, NY (2001). After completion of their police academy and field training program, he began his police career as a patrol officer. During his tenure within the department he had the opportunity to work many assignments to include: patrol officer within a proactive Crime Reduction Team, detective within the Criminal Intelligence Section (specializing in criminal street gangs), and most notably with a cross-designation as a deputized U.S. Marshal within the New York/New Jersey Regional Fugitive Task Force while assigned as a detective within the Syracuse Gang Violence Task Force (2011-2017). 
 
It was then that Tim's career path became more focused on investigating criminal street gangs. He sought out several associations that focused on providing a wide range of gang training. In 2007, he received certification through the New York Gang Investigator's Association (NYGIA) as an Advanced Gang Specialist. By 2008, he had attained the title of Certified Gang Professional through the East Coast Gang Investigator's Association. He served as a Regional Director for NYGIA from 2011-2013, presenting at numerous conferences to Law Enforcement Professionals throughout New York State and the East Coast relating to the topics of Graffiti Deciphering, History of Gangs in the United States, and Prosecution Methods for Gang Investigations.
 
Through his department, he was responsible for all presentations pertaining to educating local LE personnel, community leaders, and educators on the local gang issues affecting Central New York State. Over the course of his career with the Syracuse Police Department, he attended numerous professional development courses to include: The Basic SWAT Operator Course, Police Field Training Officer Course, Instructor Development Course, Patrol Rifle/Tactical Shotgun Course, Police Supervision Course, and Incident Command Course. In May of 2017, Tim was promoted to the rank of Sergeant and was assigned to the Patrol Division.
 
He retired from the Syracuse PD in January of 2018. Immediately following his retirement, he was hired as an investigator with the Onondaga County District Attorney's Office, where he is assigned to assist the prosecution of homicide investigations and the investigation of Officer-Involved Shootings/In-custody deaths. He has received certification through the State of New York Division of Criminal Justice Services as a Firearms Instructor and has recently completed extensive training through the Force Science Institute on their principles, receiving an advanced certification on the application of these principles as they relate to the analysis of human factors in use-of-force incidents.
 
In addition, he has provided testimony at the Federal and State levels relative to his experience and knowledge with investigating criminal street gangs.
